How to Enroll in the Public Healthcare System in Ghana

If you're planning to enroll in the public healthcare system in Ghana, this article covers the requirements for foreigners to be able enroll in the public healthcare system, the steps involved and more.

The public healthcare system in Ghana is known as the National Health Insurance Scheme (NHIS). It was established in 2003 with the aim of providing equitable access and financial coverage for basic healthcare services to all residents in Ghana. The NHIS is funded by a combination of sources including taxes, premiums from members, and donor funding. The quality of healthcare under the NHIS varies, with some areas offering excellent services while others, particularly in rural areas, may have less access to resources and specialists.

Enrollment in the NHIS is not mandatory, but it is highly recommended as it covers a wide range of health services including outpatient consultations, essential drugs, inpatient care and shared accommodation, maternity care (normal and caesarean delivery), eye care, and oral health. Despite its benefits, not all residents in Ghana use the system due to factors such as low awareness, financial constraints, and perceived poor quality of service. However, the government is making efforts to increase enrollment and improve the quality of services.

Eligibility and Enrollment for Foreigners

Foreigners living in Ghana are eligible to enroll in the NHIS. However, they are classified as non-indigent members and are required to pay a higher premium compared to indigent members (Ghanaians who are unable to pay the premium). The premium for foreigners is determined by the National Health Insurance Authority (NHIA).

Steps for Enrolling in the NHIS

  1. Visit the nearest NHIS District Office: The first step is to locate the nearest NHIS District Office. There are offices in all districts across the country.
  2. Complete the registration form: You will be required to fill out a registration form. Ensure that you provide accurate information.
  3. Pay the premium: The premium for foreigners is determined by the NHIA. You will be required to pay this premium at the time of registration.
  4. Take a photograph: A photograph will be taken for your NHIS card.
  5. Collection of NHIS card: After successful registration and payment, you will be issued an NHIS card. This card will be used to access healthcare services under the NHIS.

It's important to note that the NHIS card is valid for one year and needs to be renewed annually. Also, there is a waiting period of about a month from the time of registration before you can start accessing healthcare services.

Alternative Healthcare Options

If you're not satisfied with the quality of healthcare under the NHIS, there are private healthcare facilities available in Ghana. These facilities generally offer a higher standard of care but at a higher cost. Some foreigners living in Ghana opt to get international health insurance that covers medical treatment in these private facilities.

Before moving to Ghana, it's advisable to do thorough research on the healthcare options available and choose the one that best suits your needs and budget. It's also important to remember that healthcare standards and practices in Ghana may be different from what you're used to in your home country.
