Slovenia, a small but beautiful country in Central Europe, is known for its high standard of living, including its public healthcare system. The public healthcare system in Slovenia is called the Health Insurance Institute of Slovenia (Zavod za zdravstveno zavarovanje Slovenije or ZZZS). It is a mandatory system for all residents, including foreigners who are employed or have permanent residence in Slovenia. The quality of healthcare in Slovenia is generally high, with a well-developed network of hospitals and clinics throughout the country. The costs are also relatively low compared to many other European countries, thanks to the public funding of the system.

Eligibility for Foreigners

Foreigners are allowed to enroll in the Slovenian public healthcare system under certain conditions. If you are employed in Slovenia, you and your employer will contribute to the healthcare system through social security contributions. If you are not employed but have permanent residence in Slovenia, you can also enroll in the public healthcare system, but you will need to pay the full contribution yourself. EU citizens who are temporarily in Slovenia can use their European Health Insurance Card (EHIC) to access necessary healthcare services.

Steps for Enrolling in the Public Healthcare System

  1. Obtain a Slovenian tax number: This is necessary for all official procedures in Slovenia, including enrolling in the healthcare system. You can apply for a tax number at the local tax office.
  2. Register your residence: If you are staying in Slovenia for more than three months, you need to register your residence at the local administrative unit.
  3. Obtain health insurance: If you are employed, your employer will arrange this for you. If you are self-employed or not working, you need to go to the local ZZZS office to arrange your health insurance. You will need to bring your passport, tax number, and proof of residence.
  4. Pay your contributions: The amount of your contributions will depend on your income. If you are employed, your employer will deduct the contributions from your salary. If you are self-employed or not working, you will need to pay the contributions yourself.

Once you are enrolled in the public healthcare system, you will receive a health insurance card. This card should be presented whenever you visit a doctor or hospital. It is also important to note that while the public healthcare system covers most healthcare services, it does not cover everything. Some services, such as certain dental treatments and prescription drugs, may require a co-payment.

If you are not eligible for the public healthcare system, or if you prefer to have additional coverage, you can also consider private health insurance. There are several insurance companies in Slovenia that offer a variety of health insurance plans.
