What's allowed in household goods?

I make some of my own herbal potions. Nothing risque or even borderline "high" type, just simple stuff like ginseng and ho shu wu. I have vitamins and supplements as well, again, nothing that is not strictly over the health food store counter, but in so many parts of Europe, Codex Alimentarius bans these, so much so that a Polish friend told me Germany's ban created a thriving blackmarket in Poland for anything from vitamin C to krill oil. I was hoping that it is possible to bring this kind of thing in by simply declaring it- after all, none is for resale. Has anyone encountered this, brought in nutriceuticals like MSM?
