Where to try next venture

Hello everyone. I was in Puerto Plata a few months ago and loved that side of the DR. Here is my question. It is open so I can get a number of ideas.

Looking for area underdeveloped on or very near the water on north side. Low cost of living, and low cost of property and or building costs.

Not looking for developed areas but nice quite areas not discovered yet. Loved the area and would really like to return. Depending on answers I may come back in a couple weeks, rent a car and check it out.
Have heard Luperon that sounds great and my kind of place.
Thanks in advance for all your help. Would love to enjoy the second half of my life there with you.
