Good Places in Punta Cana Dominican Republic for a Writing Retirement with Little Spanish Skills Initially?

Where in Punta Cana, what neighborhoods, would be a good place for a writer to retire to? Places to write from...Library? Bookstore? Beach? Good neighborhoods where I can get by with English until I learn Spanish well enough to survive elsewhere in the country? On a budget of about $2,500.00 or so per month?

I plan to stay in Punta Cana about 6 months, possibly longer, so as to improve my Spanish so it's good enough to be able to communicate with people in other parts of the country (Dominican Republic). I learned Spanish in high school back in the dinosaur days before the Internet. I remember that the two most important sentences in Spanish are: Donde esta la cerbesa? and Donde esta el bano? But I have a ways to go to basic competence/fluency.

After I can speak and read Spanish adequately then I'm thinking of traveling around the country a bit and perhaps settle in Santiago as that seems to be a good place for me and my writing due to libraries, universities, good cost of living, etc. Is it a correct assumption that my Spanish needs to be good to survive in Santiago? Or is English spoken enough there to get by?
