Visa for Australia which one how to apply best

Hello everybody!

I´m searching for the best way to apply for an appropiate visa in order to get a permanent residency in Australia. Currently I´m located in Germany, uner 30 years old, fluent in english, have university diploma and made already work experience aborad. From research on the internet I´ve found out that the skilled migration visa would be the most appropiate for me. I´ve already got contacted by a migration agency from australia which told me I ´d a very good candidate for the skilled migration visa. However I´m not sure about which way to go and about certain conditions of the visa. Important for me is that the visa doesnt commit me to one certain job, as I want to be free in changing my job without having any trouble with the visa. Do I need to finda job before moving or applying for this visa type?
And last questions. The agency told me the application process with their help would take from 6 month up to one year. If I would do it by myself through government I would have to wait at least 1,5 years. Is that true?
Can someone give me some advice on that or tell me something from their experiences?

Thanks you to all in advance.

Regards
