Shipping and Labeling

So, with my first experience in shipping some personal belonging (paintings) to our house in Nassau, i'm still trying to figure out the system for getting things into the country reasonably. One thing we're experiencing is the WIDE range of import taxes we get charged. I had a $300 import tax on 4 small wedding pictures, but a $40 tax on a custom 3'x5' painting! IS there any guides i should be looking at in preparing packages to ship to islands? Someone had mentioned a book that outlined the charges? Where would one get this? Help of any kind is appreciated.
