More building my own home questions.

The last time I posted a few questions the answers were very helpful, so I'm back for more.
1. Having learned of my plan to build my own home, my best friend volunteered to help (free of charge). I told him I did not know if he could legally assist. Can He?
2. if he arrives on a 3 week vacation can he help?

On a different topic:
1. Has the import tax moratorium on building materials being shipped to Family Islands been renewed? (its set to expire July this year).
