Can a Brit stay longer than a year without work or Uni study?

I am British and have been living in Antwerp for 18 months now, on my own savings and merely studying Dutch (part time) and now doing a VDAB training in Book-keeping. My District's House now tells me that I have one week to get a job or leave the country! It sounds bizarre to me. I get no financial support at all, and desire none - I merely want to stay in the country. Can anyone explain the EU law on that topic please?
How do I appeal against such decisions? They told me that if I do not leave I am subject to arrest. Kindly email me at [email protected] Many thanks.
