US social security and teachers pension

My first post on this forum although I am on the Italy forum. I understand I can search for the particular topics but I am lazy and have several unrelated questions that can be answered quickly by those of you who know. My wife and I are retired living on social security and a teachers pension. We have been in Palermo for a while and would like to try Belgium next. That is our intent, to live in various places while we can. Here are the questions: Taxation on our passive income, no other investments, in belgium. I understand the tax treaty but I saw that there is a "non resident status" in belgium if you do not earn income. Would we qualify? If we do, would I be able to apply for a drivers license since there is a reciprocal agreement between NYS and Belgium? If we do not qualify for non resident status, what would be the tax on social security and government pension from the USA. Thank you for your response.
