Registration in Belgium as EU citizen

I know that if I am moving to Belgium for a longer period of time (exceeding 3 months) I have to register in the commune I am staying in. For additional info, I am an EU citizen and I don't speak Dutch or French.

Is it possible to register using English in the communes, or it depends on the commune? If it's the latter: is it possible to find a list where it is possible to register "in English"?

Does the registration in the commune basically mean that I register for an address and that is my address in Belgium (meaning I can use it for official affairs, like opening a bank account etc.)?
