Subsistenance Farm in Belize?

I am an early retiree. I currently live in a subsistenance farm mode in Southron Missouri. Due to the National Animal Identification System (NAIS) (http://www.usda.gov/nais/ ) and the Real I.D. Act, I am looking at fleeing the country. Is NAIS rearing it's ugly head in Belize? Ideally, I'd like 20 or so acres 10 miles away from a city to maintain my current life on. Is this doable? Are there any areas of Belize that locals use horses as transportation? What would I expect to pay for this much land? Raw land is fine as I can build a home. What areas have less humidity? Thank you very much.
