How to locate US citizens incarcerated in Salvador

Attorney Lawrence A. Stanley was arrested in June, 2002 in Salvador last year. He emailed me upon release but then I did not hear from him again. I hear gossip that he was rearrested on a separate charge but have been unable to establish any facts based on my usenet research.

What is the best way to locate and contact US citizens incarcerated in Brasil? The US Embassy replied quickly advising me to contact the Federal Police of Brasil. I think that there might be a better way. Ideas?

I wish to verify that Mr. Stanley has adequete legal representation, and that his welfare is good. I also wish to send him a good book and a fine Cuban cigar!
