transfers through Central Bank

Hello,

I'm a non Brazilian and I'm supposed to receive more than 10.000 reais to my Brazilian account from another Brazilian account.
I was told that in these cases the transfer as to be communicated to the Brazilian Central Bank.
Is this true? And what's the purpose of this? Will the Central Bank charge any taxes or fees. Any issues I should be aware?
