Question Regarding Work Visa

I am a Canadian citizen currently in Brazil looking for work. A MEI is interested to hire me to work for them. Assuming that I will qualify, can a MEI type company hire a foreigner in Brazil?

It's not clear whether the Ministry of Labour will allow them to hire me based on the requirements they have for the foreigner. But right now I'm trying to learn whether the MEI type of company can even hire a foreigner.
