annual company accounts

My estate agent in Bulgaria who sold us the property and set up our company in order to buy the property, has asked us for £200 to submit our annual company accounts.
My feeling is that this is a rip off as the company does not have any commercial operation and the accounts will be zero.
I have done some looking around on other websites and it would seem prices go from as low as 20 lev up to 50 euros to submit the accounts.
can anyone else confirm this?
