paying utility bills

Hi again, We have not made a permanent move to Bulgaria yet, so in terms of paying bills... utilities etc... can you just set up direct debits with your bulgarian bank a/c as we would in UK? thanks would really appreciate any info. relating to managing whilst not in residence.
