Healthcare for expats

I understand that EU citizens can get covered for medicine, Doctor bills and Hospital stays under Bulgaria's state system. Also read that private clinics are much better than state hospitals. Insurance through international companies like BUPA is expensive. Anyone know of a health insurance scheme just for Bulgaria at low cost ?
