Civil Action?

Hi, my partner and I have recently moved into the house we’ve been building over the last couple of years in the Burgas area. The house is situated in a “Villa Zone” but that hasn’t stopped the local idiot operating an (illegal) Builder’s Merchants in the neighbouring plot.
We’ve complained to the Municipality, to RIOCV and the Ministry of the Environment and Water but inspite of being issued with a couple of fines, the Builder’s Merchants is still there. Obviously the business is worth more than the fines. RIOCV say that they can do no more and the Municipality tell us they need to entrap him i.e. buy building materials from him thus proving he is operating a business – he is claiming that the products on his land are for a future house build.
We’re thinking about reporting him to the tax office – we’re sure that he isn’t paying VAT on any of his transactions. But my question is, has anybody on the forum any experience of bringing a Civil Claim against somebody through the courts, or maybe using the media to force things? I’m thinking that the media involvement might force the Municipality into for aggressive action against said idiot.
