Speeding fine time

Hi, My Son was apparently caught going over the speed limit by 17Kms in BG back in July 2019, He has just received the notice today that he has to pay a fine (35 Euros) now he was naughty and broke the law, but over 2 years to get a fine, is that normal. ??, and is it still valid as an offence.
