Exchange UK PAPER license for Bulgarian.

I hope someone has an answer for this. A friend and I have recently been to our local KAT office wanting to exchange our UK paper license for a Bulgarian one. we obviously have our ID cards, our GP medical certs and our existing VALID licenses. KAT told us they only change the plastic style even though all websites,UK consulate site and even KATS site state a valid license nothing at all about it being plastic.

I have contacted the consulate directly and they just replied saying read the website which we have done on many occasions and are getting nowhere.

Has anyone else been in this position and what is the solution.
I know its possible to take the driving test but im long in the tooth and don't have my school certs that were carved in stone !!!!
