Retiring to Bulgaria

Currently 50 and looking to buy a cheap renovation house with land. Currently in UK, looking to spend about £15k on a property and land and 15k on renovations. Not too bothered about being coastal, probably something more bordering Romania as the houses tend to be more affordable. Is this a realistic price and can I buy a house with land not being in the EU?
