Canadian Citizenship

My fiancee was born in Canada to a Canadian Father and an American Mother. When he was 5 they moved to the U.S. and he has lived here ever since. He wants to find out whether he is a dual citizen if he was naturalized to the U.S. when he was 8. Shouldn't that decision only be made binding by individual decision at the age of majority?If so how does he apply for a Canadian Passport?
