Buying a condo in Santiago

I am going to Santiago in 13 days for a week of investigative research on living there..I found a website that lists what seems to every apt for rent or sale in the city. The prices are amazingly low. I'm wondering what taxes, fees etc. might be added to the sale price? Can condos be bought with a tourist visa?
