Getting a Temporary Residence visa and leaving Chile before it arrives?

Hello,

I have been living in Chile for 4 months and currently am on my 3 month visitor extension which expires on March 26th. I am marrying a Chilean woman in Santiago on March 28th and we plan to have our civil marriage certificate by mid-February. After we marry we plan to move to Canada in early-April.

My question is, if I apply for a temporary resident visa as her spouse and then we leave the country before I get it, will it still be valid? Do I need to register with the police and obtain an ID card for the visa to remain valid for it’s 1 year length? Can I register and obtain an ID while in Canada?
