applying for temporary visa as a retiree

Hello,
I have two questions regarding proving your income, social security from USA.
I applied to my local SSA office in the USA, in the middle of February, for a certified (notarized, apostilled) copy of my social security benefit award letter.
I paid a total of 95$. They asked initially for 64$ and later for 31$ more.
I never received the certified thing. I called today both, the main office in Baltimore, and the local office in Wisconsin. Nobody knows anything.
My questions: Is the certification necessary? Besides the award letter do you need the last three months payments also?
