misplaced RUT by registro civil and permanent residency application without RUT card

I have a question regarding misplaced RUT card by Registro Civil, escuela militar, Las condes. I got my Temporary residence visa approved in 2020, June and after receiving PDI letter, i went to Registro civil to get a RUT card with new Visa details. i was supposed to get the ID card in September but Registro civil officer said that it got delayed and asked me to come back later. Later when i went back in November, they said my ID card was misplaced and raised a request for new ID. Since then i am still waiting for an update from them and it's still not ready even after 3 months. My temporary residence expires in June, 2021 and I am waiting to apply for Permanent residency in March and i was told that RUT card is mandatory to apply for permanent residency. What is the better option for me right now? Any info on how to get a RUT card quickly or how to apply for Permanent residency without RUT card will be very helpful. Her old RUT card was with "sujeto contracto" visa which expired. Can we apply for PR with the old ID along with acknowledgment slip by registro civil about her new RUT card application? what can i do if i don't get my RUT card on time? Please suggest.
