Where do I apply for a pensionado visa once I arrive in Barranquilla, Colombia?

Can someone please tell me where I need to apply for a pensionado visa, get a cedula when I arrive in Colombia in two weeks? Can you please give me general simple steps on what to do and when to do it so I have no problems when I arrive. I have PTSD and traumatic brain injury so my thinking is slowed and stammered. Please help me. Your help and guidance would be greatly appreciated. One email I got from an ex pat said I had to apply for a pensionado (outside) Colombia and was not specific as to where and why. I thought everything has to be done in Colombia and not here in the U.S. Please alleviate my fears and apprehension about the process. Thank you very much.
