Moving to Cartagena / Barranquilla / Santa Marta

My husband and I are considering a move with our one-year-old son to Cartagena or Barranquilla or Santa Marta for 2 to 4 years. My husband has some family in each of those places and has obtained Colombian citizenship. However, we are concerned about whether and how to find housing that meets our needs at a good price, health care, safety, etc. Any insights/advice/information would be much appreciated.
