Document Certification - US & Colombian

Hello,
I have a specific question but thought I'd start a general thread on documentation certification to make it easier to find in the future.

I'm needing to submit a certified copy of my spouse's passport with an ITIN form (individual tax identification number). If any of you have filed this particular form with copies rather than original documents, where did you get certification done - US Embassy or with a Colombian agency? The information on the IRS site is vague and their call line told me to call back in 4 days for my type of question.
