Help paying for Visa TP10 in Manizales

Hi Everyone, First posting. Well we decided a couple of months ago to make a big life change and move from south Texas to Manizales. WOW we're here! Still cant believe it. Well the hubby has dual citizenship and here we are 6 weeks later has his contrasena and is now awaiting for his cedula to come in. All 4 kids have their Registro Civil too. But it seems I've run into a bump. I did the online application for my spousal visa and cant figure out how to pay for the study to proceed with the online application. In Manizales we went to GNB Sudameris, but they wouldn't accept my payment due to the fact that they are not affiliated with the Bogota Branch and I cannot figure out how to pay at the Servibanca ATM. Our Spanish is not that excellent yet. Anyone experience this situation or has any idea how to take care of this payment here in Manizales? Its been a bit of a struggle getting this done. We didn't want to invest in a lawyer to take care of this for us, but feeling like we might have to. We've been here for 7 weeks now.
