Help me choose my next home.

After Mexico, my next choice would be Colombia (for reasons), specifically somewhere in the general area between Cali and Tulua, Valle del Cauca (again for reasons). What I need most is good infrastructure (not too many power outages or internet issues), relatively peaceful (as in crime), and not subject to too many natural disasters like the recent floods that hit these areas. I'm going to rent because I'm not really in a position to buy. Any advice or suggestions for a decent area to live in within that corridor but with a minimum of these issues, if that's possible, would be appreciated.

2nd choice in Colombia would be a tie between Medellin (nowhere near Parque Lleras, hell no) and Barranquilla. Anything I should know about these areas that I should keep an eye out for?
