Who pays apartment repairs?

I'm interested in your opinions and experiences with a renters obligation for repairs in an apartment. My wife and I have been living in a five unit apartment building in the Restrepo area of Bogota for 3 years. The landlady keeps wanting us to pay for reapirs that, in my opinion, are 'wear & tear' items that a landlord would pay for in the US. The latest is a toilet flush valve that is failing to close. She is saying, "By law, that is our responsibility because it was working when we rented the apartment". I would pay the 60,000 peso expense rather than argue about it. However, when talking about it, the landlady is now saying we will have to pay for painting the apartment if/when we leave.
Is that common and "By the law" here?
