Why does the post take 6 weeks?

I hope everyone is doing well. I have a question.
When I order a package from the US, it takes 10-14 days to get to Bogotá and clear customs, and then it takes an additional 6 weeks to arrive in Pasto (and one parcel in 10 is lost). Does anyone know why it takes 6 weeks to go from Bogotá to Pasto when it is like an 18-hour drive? (I mean like, besides, "It is Colombia..."
