Buying a car in Colombia

A gentlemen recently asked about importing a car from the USA and the group advice was: Do not do so, buy here.

To that end, do you need a PHYSICAL cedula extranjero to buy a car? You have to register with RUNT, which will ask for a cedula number and a driver's license. I cannot even take lessons to get a Colombian DL without the physical cedula. I have the number, but not the card yet. The card apparently takes 3 months to obtain.

This leaves me in the spot where: My foreign DL is only good for 3 months. I won't get the cedula for 3 months, so then I will have no valid license while taking lessons for a few weeks or month, and presumably I also cannot buy a car.

Advice appreciated, as always.
