paranoid? Motorcyles

Ok..please tell me I am over reacting.. I have been thinking of relocating to CO and have been with a woman for 2 years. Never been to Colombia. We have always vacationed various places and spent a lot of time here in the USA. She recently told me about a law regarding men as passengers on motorcyles outlawed for "hitmen". Is this acutally true? It seems like something straight out of Grand Theft Auto.
