DHL inconstency

For new or renewal passports one set of instructions says to go to a DHL office to purchase a waybill. My niece went to several in Bogota and they wouldn't sell anything. Yesterday I went to the embassy to renew and the DSL office is about six feet from the spot to renew. The embassy should update their instructions
