Pico y Placa - Bogotá

Hello
Could someone explain how to navigate daily life with the restrictions of Pico y Placa? I read on google that Monday-Friday, online 2 license plate numbers can drive each of those days between 6 am to 9 am and then from 4 pm to 8 pm (no restrictions between 9 am and 4 pm apparently)

More specifically, I'd like to know how does one take their kids to school each morning, which is during the restricted hours? And how does one get to work in the morning or do an important errand like drive to the bank?

My question also applies to surrounding areas like Chia or Cajicá where there is less traffic and I'd be more likely to drive instead of ubering
