TD Bank V. Capital One

Sorry if this has been discussed previously, but the search function on this site doesn’t work, at least for me.
For those of you who use or have used either TD Bank or Capital One, or both for savings/checking accounts, I would appreciate some feedback with your experience using either at ATM’s within Colombia.
I believe TD Bank refunds ATM transaction fees, but Capital One does not, which is the only important difference I can identify between the two options.
I do have a Charles Schwab account I will mainly use for ATM withdrawls, but I would like to have a second account for back up if needed.
Thanks for any feedback you are willing to share.
