Buying a car - RUNT?

Trying to buy a vehicle from a private party. The seller is using a tramitador to prepare the documents. They are asking us for a RUNT number. The gave us the website to schedule an appointment to get this number. The website says to check back again later (kicks us out after logging in)

Is it possible to purchase a vehicle without this? My wife is a Colombian citizen, if that helps
