Best location for check out run

Hi,
My name is Rob. I have lived the last five years on the island of Mindanao, in the Philippines. The southern Philippines were a great time. The islands are nearly incomparable in beauty and I married a Filipina and now have 3 children.

There is probably not very much about Costa Rica that will give my family a problem culture wise, limited or poor infrastructure, dogs barking, roosters, high prices for gas and foreign goods, spotty electric, etc... But, I hope that even if Costa Rica has all these same 'problems' it will offer better schools for our 3 daughters, ages 4, 15 & 16 as well. Also, I have read at some length about the high level of medical competence in Costa Rica as well. Were it not for these problems in the Philippines, with is low cost of living and lower stress, I would not leave.

We won't need to work, so that is not a concern in our location possibilities. Our bigger concerns will be.
1. A place where our kids can get a decent education(in English if at all possible).
2.Of course, good access to decent healthcare.
3. I think living on the west coast is going to be very important for us for two reasons. After 5 years in the PI, I have all but given up on beef,and my wife has never been much of a fan. On the other hand, we can not live without fresh fish. Add to that, that we are both avid scuba divers. I have read that scuba is far better on the Pacific side and I am guessing the closer you are to the coast the better options you will have for fish.

Those are the big three.

As someone who has already lived abroad I will not even begin to ask all the many many questions that will obviously be asked at later times. I understand some things need to be learned on the ground. So, if there is anyone who could offer some advise on 2 or 3 good places to check out on the west coast I would be very appreciative. I am hoping to come down for a couple weeks in November or December of this year

Biggest concern is reasonable proximity to good schools. Also, if anyone would be able to provide an idea of what might be expected in the way of tuition that would be great as well.
