Unique situation

Here is my situation. I am planning on moving down hopefully next year shortly after Feb. I am going back to school in the fall and during that time I am going to try to take as many classes where I have to attend in person as possible to get those out of the way. After that I plan on taking classes online which would allow me to move down. Couple things that I need to know is what areas provide the better internet. This is probably very important since I will need to have a good connection at all times. Doesn't have to be cable super fast but a good reliable connection again is a must. Second thing is when I am down there good roads (keep in mind I live in Chicago lol) would be ideal. I can deal with pot holes no biggie but good enough roads to handle a small scooter would be ideal. Even though I plan on using public transport as often as possible I still like the freedom of being able to just get up and go. I don't need to live by a bunch of Anglos. If they are near by cool but I'd love to be immersed in the Costa Rican culture as much as I can. I'm fine with either living in city as I am near the beach so long as getting around is fairly easy but still an adventure. Thanks for any help you can offer up.
