Two week trip logistics

I want to visit CA for two or three weeks with limited money.
I want to see if I want to retire there on pension and Social Security combined amount of $2,600 per month. From what I have read this sounds reasonable to live fair to good.
Question; if I visit on the low season to get a cheaper single room will I be disappointed or should I visit on the high season and pay more?
Question: I saw the web page of http://www.hotelcolinasdelsol.com/index.html
The area around the hotel and that city looks good and it is a short distance to beach. If I stay two weeks at this hotel I spend about $600. Should I stay at this one hotel and then take day trips to see other places, or do you recommend moving to new hotels in different areas each day? In addition to the $600 hotel cost, how much money should I bring for taxi, food, etc. ?
And finally, my prescription drugs. Nothing rare just blood pressure pills and cholesterol lowering pills. Should I bring what I need from the States or do customs not let people bring their own supply of medicines. I take a narcotic pain reliver called Vicodin (hydro codone and Tylenol ) can I bring that or can I get it from a pharmacy or need to see a doctor there to get it?
My choice environment is not open spaces or cities.
I would like to see trees, dense jungle /Forrest and beaches and not humid weather.
