Whick country to move to?

On the basis of having a functional postal system. The choice would be Costa Rica. I can point out many deficiencies I don't care fore, like the need of an ID to simply mail post cards and the delivery turtles I fondly call Rocket and Lightning getting those post cards delivered to the US anywhere from two weeks to two months. (packages actually go faster.)
But any other country in Central America, you may be able to send mail but chances of receiving are next to nil.

Mail is an affordable way to order and receive things while parcel gets very expensive. The insect repellent lights I have outside I have never found in Costa Rica. 2 60 watters cost $1. About $6 to get it here. But UPS, DHL or FedEx would be more than $75. I do recommend renting a mail box. Packages won't typical fit in a home mail box.

Out of Honduras, Nicaragua, Costa Rica, Panama, Ecuador, Peru and Bolivia. Costa Rica is the only place I have ever received postal mail. With one exception. I had direct mail from Miami to Santiago Panama via Mail Boxes Etc. That worked well and fast but somewhat more expensive.
Libraries in Costa Rica are better than most as well. UCR has a Mark Twain Library with plenty of books in English. Some of you might want to check that out.
