Planning to Make the Move

We are in the process of selling our house in Idaho with our goal set on Costa Rica. We've been there 3 times, although Im looking at an area we have not been to for possible relocation. Im interested in the areas between Uvita and Domincal, Lagunas, more or less.

I've heard that an international airport is being planned for this region but I haven't seen anything about it's construction being started. Does anyone known and know exactly where it's going to be located?

I'm seeking an area that is close to the beach yet elevated for the cool breezes. Our goal is to purchase a property where we can rent a couple of cabanas or a mother in law apartment to supplement our income. We are both retired and can meet the pension requirements. I'm wondering that if we do a rental thing on our property if that is going to be a big problem? Currently we run a bed and breakfast and we love it and that might be an option again if the law allows.

I'm wondering if people find it less expensive to use taxi to get around locally than to owning a car. Are taxi services reliable?

Then I'm also wondering about health insurance. Do you have to be a resident to get the insurance? You need to be more than a tourist right? I guess Im looking for the title of the level of affiliation one must be in to be eligible for insurance. .. then does anyone know what the monthly fee is?

I am also looking for a good lawyer fluent in English in the above mentioned areas. We prefer to have a lawyer in our vicinity, someone we can look in the eye.

We are planning to go down for about a month this winter, as we don't expect our house to sell until next year. Is it possible to purchase a house down there if you are not a resident?
