Location and other questions

Hi all. My husband and I are doing some initial research on retiring to CR. I know you all get a zillion of these kinds of questions but any response would be helpful and most appreciated.

1) I would be using social security plus a nest egg of savings. My husband has an online-only medical billing business here in the US. Sole proprietor. Could he continue that business in CR, serving only customers in the US? People pay him via PayPal, or mail him checks he deposits via his phone

2) We are a legally married gay couple together for 23 years (plus my husband is of African descent and I'm Caucasian). My research shows the courts have mandated CR legalize same-gender marriage and that's due to happen in 2020. Any news on that?

3) We would like to live in a community where there's reasonable bus access and cool-ish climate, not isolated from expats or Ticas. We want to be part of communities but don't want to be in a city. Our ideal budget would be between $2500 to $3000 per month. Recommendations? Central Valley keeps coming up as I do my research. Any other ideas?

4) I am a licensed clinical social worker and psychotherapist. I'd love to be able to continue practicing part-time but it doesn't look like my LCSW would translate to CR and CR work requirements might bar me from doing that. Any info on that however would be welcome.
