VPN

Good afternoon! I have ROKU devices in the United States. I will be moving to Costa Rica. I want to get my US programs and subscribed channels on my Smart TV, Roku, and Amazon firestick. I was told to get or have VPN from the US to get programs from the US.
Question: Are VPNs from other Countries allowed for Internet connections? If yes, will I need to hire a Tech or do I need to buy a device and have it with me when I move?
For my computer, I have VPN that is provided by my Internet Security provider, but unsure how to do it with ROKU and Amazon Firestick.
Any suggestions will be GREATLY appreciated.
