US Visa for my Tico spouse

I've just gotten married to a Costa Rican and am starting my Costa Rican residency visa. My spouse does not yet have a US visa, but naturally we'd like to go visit my family. We've talked about someday living in the US but for now (10 years) would really like to live here in Costa Rica.

What visa can my spouse apply for? If he applies for a US tourist visa, he could be rejected because immigration will think he's trying to immigrate. If he applies for a Petition for a Spouse visa (Green Card), that requires that the sponsor (me) be residing in the US, which I'm not and do not intend to in the near future. So...basically he can't visit the US until we decide we want to move there??? Has anyone had experience with this?
