Following a comment on here concernig using Vonage as a phone service, I wrote directly to Vonage, and this is their response.

Some countries regulate the use of VoIP. If there are no VoIP regulations in Ecuador, you can use our service. However, the latency between your local ISP and our service in the United States may affect the overall quality of our services.While using our service in Manta, Ecuador, you will have to accept a United States telephone number and pay our international rates to call within Ecuador. All your calls to United States and Canada will be included in your plan and you need not pay anything for calls placed to and from US.
