60+ days prior equals no Menaje de casa?

We were planning to come to Ecuador on the 12-IX visa and decide if this was the place for us, leaving our stuff labeled in storage. This visa can be good for 180 days. I read something from another blog that concerns me.

"that we learned that we were ineligible to take advantage of the Menaje de casa. It seems that in order to qualify you cannot have spent more than 60 days out of the last year in Ecuador prior to applying for permanent residency. "

Everything I read says that your goods can arrive 2 months before and 6 months after you apply for residency, but I hadn't heard that you can't be a tourist in the country for longer than 60 days. Does anyone know about this?
